Wayne Thao Saykao

Wayne Saykao is currently retired after being in business for more than 2 decades in various

business sectors from home building construction to retails, manufacturing, service and 

transportation and 4 decades of leadership and experience in serving both business and 

non-profit organizations. 

1975 -1976  Served as laison officer in refugee resettlement in Thailand. I was part of the 

initial team who successfully settled more than 2000 cases of Hmong and Lao 

refugees to the United States. 

1978 I found the first Hmong Student Association in the Dallas area.

1978 Helped form Lao Family in Santa Ana, CA.

1980 Helped form the United Lao Development in Santa Ana, CA which was a retail 

super market.

1981 I found the Thao Universal in St. Paul, MN.

1985 I found the Hmong American Planning and Development center in Dallas.

2014 President of the Hmong American Leadership Council

I also served as Board of Advisors in various organizations including the International Rescue 

Committee in Dallas, Multi-Cultural center in Dallas, Hmong Council in Fresno, CA, Hmong Chamber of Commerce , Hmong-

American Mediation center and Hmong-American Leadership Council in St. Paul, MN.

Holding M.S. in Electrical Engineering and Physics in 1984 and B.S. in Electrical Engineering 

in 1981.  My passion is to empower and uplift the community and helping them to achieve the 

American dream.
